Water in Spain: Europe’s lowest price is symptomatic of an unsustainable model.
[es] Con un precio medio doméstico de 2,23 € por cada 1.000 l de agua, en 2024 (datos XVIII Estudio Nacional de Suministro de Agua Potable y Saneamiento – DAQUAS 2025), España mantiene el agua urbana más barata de la Unión Europea, un 43 % por debajo de la media comunitaria (~3,90 €/m³) y casi cuatro veces inferior a países como Dinamarca (9,30 €/m³) o Alemania (5,10 €/m³). Esta aparente ventaja económica representa, sin embargo, la principal amenaza para la seguridad hídrica futura del país: las tarifas no recuperan los costes completos del ciclo integral y generan un déficit estructural de inversión de 4.485 millones de euros anuales.
[en] With an average domestic price of €2.23 per 1,000 litres in 2024 (data from the 18th National Study on Drinking Water Supply and Sanitation – DAQUAS 2025), Spain continues to have the cheapest urban water in the European Union, 43% below the EU average (~€3.90/m³) and almost four times lower than countries such as Denmark (€9.30/ m³) or Germany (€5.10/m³). However, this apparent economic advantage represents the main threat to the country´s future water security, as tariffs fail to recover the full costs of the integrated urban water cycle and generate a structural investment deficit of €4,485 million per annum.
